Ministry of Home Affairs (MHA)

The Ministry of Home Affairs (MHA) discharges diverse responsibilities, the important among them being - internal security, border management, Centre-State relations, administration of Union Territories, management of Central Armed Police Forces, disaster management, etc.


In view of setting up an integrated emergency response system across the nation, MHA has taken the lead role in architecting the ERSS and deploying it in all States and Union Territories.


MHA has nominated Centre for Development of Advanced Computing (C-DAC) as the Total Service Provider (TSP) to design, develop, customize and implement the ERSS across India.


Ministry of Women and Child Development (MWCD)

The Ministry was constituted with the prime intention of addressing gaps in State action for women and children for promoting inter-Ministerial and inter-sectoral convergence to create gender equitable and child-centred legislation, policies and programmes.


The broad mandate of the Ministry is to have holistic development of Women and Children. As a nodal Ministry for the advancement of women and children, the Ministry formulates plans, policies and programmes; enacts/ amends legislation, guides and coordinates the efforts of both governmental and non-governmental organisations working in the field of Women and Child Development.


Govt. of India has setup the Nirbhaya Funds various schemes and projects for women safety and security. MWCD is the nodal agency for schemes to be funded under Nirbhaya scheme.


Centre for Development of Advanced Computing (C-DAC)

The Centre for Development of Advanced Computing (C-DAC) is a premier research and development organization of Ministry of Electronics and Information Technology, Ministry of Communications and Information Technology, Government of India.


Over a decade, C-DAC has been working closely with various Police departments across the country in creating the standards for the system capability and features that are essential for carrying out emergency support services, crime monitoring and control services efficiently.


Long association with Police departments in Distress Call Response Management System development and rollout activities across the country has made C-DAC the natural choice for MHA to be entrusted with the responsibility of developing the complete software for ERSS and an MoU was signed between them in 2015 in this regard. Eventually, C-DAC is nominated as the TSP for the implementation of ERSS across the country.


Accordingly, C-DAC has developed the core ERSS solution as per the requirements of MHA and the States and UTs. Currently, the installation of the ERSS is in progress in various States and UTs.
